Industrial control systems (ICS) are facing a new non-traditional security problem that is the threat of network security. The uncertainty, unknowability, and variability brought about by the malicious intelligence of humans, such as cyber-attacks, are precisely the security challenges that factories and enterprises cannot guarantee the correct response to. Although the network security solutions of various Industrial Control Systems (ICS) are very necessary, they cannot completely solve the network security problems. Based on the existing virtual control system technology foundation and the latest research and development experiments, this paper innovatively proposes that the virtual control system operation implemented on a heterogeneous Field Programmable Gate Arrays (FPGA) platform is compared with the real-time data of the real control system based on the supplier’s platform. When the network is under attack, it is possible and feasible to switch to the operator's manual in time and to reach the limit network security of the Industrial Control System (ICS).
